  Decree of the People’s Government of Guangdong Province

  No. 210


  The Measures of Guangdong Province for the Safety Management of Large-scale Mass Events adopted at the Forty-second Executive Meeting of the Twelfth Session of the People’s Government of Guangdong Province on February 17, 2015, are hereby promulgated and shall become effective as of May 1, 2015.

  Measures of Guangdong Province on the Safety Management of Large-scale Mass Events


Chapter I General Provisions


Article 1

These Measures are formulated for the purposes of strengthening the safety management of large-scale mass events, protecting people’s safety of lives and property, and maintaining social security order and public safety, in accordance with such laws and regulations as the Regulations of the People’s Republic of China on the Safety Management of Large-scale Mass Events and in light of the actual situation of this Province.

Article 2

These Measures shall apply to the safety management of large-scale mass events in the administrative region of this Province.

For the purpose of these Measures, the term “large-scale mass events” means the following events which are held by legal persons or other organizations for the public and are expected to be attended by over 1000 attendees:

(1) Sports events;

(2) Art performances such as the vocal concerts, concerts, singing and dancing performances;

(3) Exhibitions and sales exhibitions;

(4) Garden tours, lantern shows, temple fairs, flower shows and fireworks displays; and

(5) Talents recruitment events, and lottery sales in which the winners are announced on the spot.

These Measures do not apply to the events that are held by theatres, concert halls, parks, entertainment venues and hotels and are within the scope of the routine business of such places.

Article 3

The safety management of large-scale mass events shall follow the guidelines of ensuring the safety at first and giving priority to the prevention, adhere to the principles of organizer responsibility and government regulation, which shall be operated on a socialized and professionalized basis according to the market rules.

Article 4

People’s governments at or above the county level shall strengthen the leadership of the safety management of large-scale mass events, establish an integrated and coordinated working mechanism for such events, and promote the information sharing and cooperation in law enforcement between the departments concerned.   

Article 5

The public security organ of the people’s governments at or above the county level shall be responsible for the safety supervision and management of large-scale mass events.

Such departments of the people’s government at or above the county level as those in charge of construction, work safety supervision, health, food safety supervision, and urban administrative law enforcement shall, to the extent of their respective functions and duties, be responsible for safety supervision and management in connection with large-scale mass events.

Article 6

People’s governments at all levels shall take various forms of measures to promote the publicity of laws and regulations and safety knowledge relating to large-scale mass events, and enhance citizens’ awareness of safety and prevention.

Article 7 

Industrial associations relating to large-scale mass events are encouraged to strengthen industrial self-discipline, develop industrial specifications and technical standards, carry out the safety education and training, and oversee member units thereof in properly performing the safety duties.

Chapter II Safety Responsibilities

Article 8

The contractor of a large-scale mass event is responsible for the safety of the events to which it contracts and the head of such contractor is the person responsible for the safety of the mass event.

Where there are two or more contractors for one mass event, the leading contractor shall be specified and the safety responsibilities of each contractor shall be clearly identified.

Where a people’s government at or above the county level entrusts a department concerned or any other legal person or organization to undertake a mass event, the entrusted party shall be deemed as the contractor of such event.

Article 9

The contractor(s) of large-scale mass events shall fulfill the following safety duties:

(1) Formulating and implementing the safety plans and safety responsibility rules, designate specific individuals as the persons responsible for the safety affairs, specifying the safety measures and duties of the safety personnel, and carrying out the safety publicity and education;

(2) Holding and implementing on-site safety inspections of mass events, timely rectifying and eliminating potential safety hazards;

(3) Ensuring the safety of temporarily constructed facilities and buildings;

(4) Furnishing safety inspection equipment, carrying out the safety checks of personnel, goods and vehicles involved in the events in accordance with the requirements of the competent public security organ;

(5) Where the participation in the event is subject to a ticket, they shall offer or sell such tickets for the event according to the maximum number of event attendees permitted by the safety requirements and the seating divisions, as are approved by the competent public security organ; where participation in the event is not subject to a ticket, they shall control the number of event attendees according to the maximum number of event attendees permitted by safety requirements, which is verified and approved by competent public security organ;

(6) Informing the event attendees of rules and requirements concerning such matters as the traffic control, on-site order, tickets, and safety check by such means as the mass media, promoting posters, displaying such rules and requirements on the back of tickets, and on-site broadcasts;

(7) Formulating the contingency plans for emergencies;

(8) Putting in place such emergency rescue measures as those relating to medical rescue, food safety, fire prevention and emergency evacuation, so as to prevent the congestion and stampede, and holding rehearsals of such measures in advance;

(9) Maintaining on-site order of the event, promptly stopping the conducts which affect the event safety and timely reporting to the public security organ upon uncovering such illegal or criminal conduct; and

(10) Equipping professional safety personnel and other safety staff who are competent for the safety management of the events.

The contractor(s) of the events is encouraged to purchase such commercial insurances as the public liability insurance on the basis of the content, scale, and risks of the events.

Article 10 

The manager of the venues where large-scale mass events are to be held shall fulfill the following safety duties:

(1) Ensuring the venues and facilities for events to meet the state safety standards and safety requirements;

(2) Providing event contractor(s) with the information and certifications concerning the safety of the venues, including number of the attendees permitted by safety requirements, floor plan, evacuation passageways, water supply system and power supply system;

(3) Ensuring such facilities and equipment as the evacuation passageways, safety exits, fire truck access, fire prevention facilities, emergency broadcasting system, emergency lighting system, and evacuation signs comply with applicable laws, regulations and technical specifications;

(4) Setting up necessary safety buffering passages and zones, and safety inspection equipment and facilities according to the safety needs of the event, and assisting in the safety checks;

(5) Ensuring the completeness and well-functioning of the monitoring equipment in the event venues and the surroundings areas, and preserving the surveillance video data of the event for more than 30 days;

(6) Providing proper safety education and training to the staff of such venues and properly managing such staff; and

(7) Assisting the contractor(s) to properly carry out the emergency evacuation and order maintenance in case of fire, explosion, stampede or any other emergencies during the event.

Article 11

Attendees of in large-scale mass events shall comply with the following requirements:

(1) Complying with the applicable laws, regulations and norms of social morality, refraining from undermining the public order or safety or endangering the public safety and affecting social order;

(2) Complying with such safety management rules as those relating to on-site safety and fire prevention, and consciously cooperating with the safety checks, avoiding carrying such dangerous items as the explosive, fla
